Clarification: Child Care Leave (CCL)

DO&T Order says that only after exhausting Earned Leave (EL) can avail CCL...! When EL comes to an end only the CCL will start…! That is, all the Earned Leave exhaust from her account only after she may take to eligible for CCL. On recommendations of sixth pay commission, the CCL was announced to help women employees to take better care of their children and family. But the privilege backfired to several central government departments being like a hill with applications from women employees for CCL. This issue is big headache for all departments of head of Sections and petitioned to higher officials being face shortage of employees. DOP&T has now modified the earlier order. The new DOP&T order clearly says that CCL can be availed only if the employee concerned has no Earned Leave in her account. Those who have already taken the CCL will either have to return to office or part with their accumulated with Earned Leave.

It is further clarified that child care leave sanctioned prior to issuance of O.M. No. 13018/2/2008-Estt.(L) dated 18th November, 2008 shall be treated as child care leave and shall be deducted from the Child Care Leave account of the Government servant concerned. No adjustment against any other kind of leave shall be made in this regard. The Child Care Leave sanctioned for the period beyond 18/11/2008 shall however be regulated in terms of clarification issued vide O.M. of even number dated 18/11/2008.

the memorandum states that the ccl should not treated as el. what does that mean exactly.

I had been sanctioned CCL for 132 days from 13-11-08 to 24-03-2009. at that time 77 days earned leave was at credit with the EL A/c.And I again earned 15 days EL as on 01-01-2009. I joined the office on 25-03-2009 after availing the 132 days santioned CCL. How to update my leave account as per the order No. 13018/2/2008-Estt(L) dated 18-11-2008 and 2-12-2008 ?

i have applied for child care leave for 2 year, but the department asked me to apply for 1 year & after it it will be extended as the 6 pay commission policy,but now when i am send application for extending it for another year, they told me to apply for leave not due( leave without pay).Please clarify where & whom to contact for redressal, as my son is appearing in 10 standard & i need additional leave. Please to mention they have granted me me leave as CCL for 1 year wef:1st april 2009 - 31st march 2010.

i have a small baby and i have completed 1 year CCL now i want to avail another 1 year altogether.
can i take another 1 year CCL without any obstacle?

i m central government employee working in ncc as a girls cadet instructor. i have completed 23 yrs of service. my son is studying in 12th std 16.5 yrs old. i had applied for child care leave 1 month ago. but its not clear whether i m entitled child care leave or not.
please help me.

According to new order, if a person is not having EL in her account even then she can take CCL 3 times in a year

of course,yes, but it depends on the Departmental Authority. If they don't deny u avail,means it is ur luck they grant or not in the name of office work load.
