Guidelines from DOP&T regarding Reimbursement of Children Education Allowance





Guidelines from DOP&T to Central Government Departments as follows...

In order to implement the recommendation of Sixth Pay Commission for grant of Children Education Allowance. It is brought to the notice of all Employees that those who claim reimbursement of Children Education Allowance in respect of their Children should submit their claims in the following manner with effect from 1.9.2008.

1.To generate application / self- certification with original receipts. Then original fee receipts along with self - certification regarding Schools / Junior colleges affiliated to Board of Education or Universities should be submitted as quarterly basis.

2.Self – Certification may be signed by the individual duly indicating Name, Designation and duly countersigned by HOS/D.O., quarterly period for which is being claimed to be indicated. It is mentioned that the 1st quarter is from June to August and II quarter from September to November and so on.

June to August – 1st quarter

September to November – 2nd quarter

December to February – 3rd quarter

March – May – 4th quarter


3.Each employees should submit claims in respect of their children together. Instead of individual claims for each child.

4.Belated clams of reimbursement will not be entertained. All claims should reach concern finance section on or before every 15th of succeeding month of quarter (i.e.)

September 15th

December 15th,

March 15th,&

June 15th

Now for IInd quarter (September to November.), all claims should reach concern finance section on or before 13.01.2009

Highlights of Scheme:

1.Children Education Allowance and Reimbursement of Tuition Fee which were hitherto payable separately will be merged and will henceforth be known as "Children Education Allowance Scheme".

2. It can be availed by Government Servants upto a maximum of 2 children.

3. Children from classes nursery to twelth.

4. Even if a child fails in a particular class, the reimbursement of C E A shall not be stopped.

5. Following items can be claimed under this scheme:

a.Tution Fee

b.Admission Fee,

c.Lab. Fee,

d.Special Fee for agriculture,

e.Electronics,

f.Music or any other subject,

g.Fee charged for practical work under the programme of work experience,

h.Fee paid for the use of any aid or appliance by the child,

i.Library Fee,

j.Games/Sports Fee,

k.Fee for extra-curricular activities. and

l. Purcahse of one set of text books and Note books,

m. Purchase of two sets of school uniforms,

n. Purchase of one set of school shoes

The annual ceiling fixed for reimbursement of C E A is Rs. 12,000. It can be claimed once every quarter Rs.3,000, and in another quarter less than Rs.3,000, subject to the annual ceiling of Rs. 12,000 per child being maintained.

The above limits would be automatically raised by 25% every time the D.A. on the revised pay structure goer up by 50%.

In order to ensure that Government servants have no difficulty in claiming reimbursement, the procedure under this sheme is being kept simple.

Can any one tell me about the Hostel Subsidy. I am admitted my son in Sainik school (Army School) which is a boarding school and unique in nature similar school is not available where i am residing. As OM states that if the govt.servent has to keep his children in hostel then hostel subsidy is allowed.

Class naming convention is different for different schools. So what about nursery. One school admits a child of 4 in nursery some takes 3+ in nursery. So even if two children are of same age but in different schools one is in prenursery and one is in nursery ? So what about the reimbursement of tuition fee? Is there any age criteria?

"Children Education Allowance Scheme" - Classes from Nursery to Twelfth, here Nursery class means what, Is it one year earlier to class 1, two years earlier to class 2 or three years earlier to class 1.

Because some school pattern are like Nursery (3+ yrs), KG1(4+ yrs), KG2 (5+ yrs) and class 1 (6+ yrs), like wise Nursery, LKG, UKG, Class 1. These cases reimbursement is allowable as per rule for nursery class.

Whereas Delhi Public School pattern is Play Group or Pre-Nursery (3+ yrs), Nursery (4+ yrs), Preparatory (5+ yrs) and Class 1 (6+ yrs). If one children studying in DPS Pre-Nursery class, whether the reimbursement is allowable or not. Please clarify this.

sir, please calrify if kendriya vidayalaya student will get children education allowance or not ?. beacause they have mentioned in the reeceipt-"vidyalaya vikas nidhi".

Please let me know if one has three children. should he claim for the first and second child or he can claim for second and third.
(what is the meaning of upto a maximum of two children)

My son is studying in Kendriya Vidhyalaya. Our Accounts Department informed that Kendriya Vidhyalaya Fees cannot be reimbursed because they are charging the fees under 'Vidhyalaya Vikas Nidhi', whihc is not coming under the items claimed in this scheme. My son is studying music in a music acadamy after his school hours. I want to know whether I can claim for reimbursement of his music fees under extra-curricular activities. Kindly give a reply

If the wife of Central Govt. employee working in private school and she is getting the benefit of tution fee for her children, in the case can husband is entitled for the balance benefit of Uniform, books etc. from his office.

the CEA admissiblity for maximum 2 children is restricted for Ist two issues or any two. suppost if an employee has 5 children whether he can claim for the last two

Children education fees which are not included in the circular. i.e. School charges gratuity fee, miscellaneous fee, i.e. 1500/- . What about sports / games fees which are not paid to school but taken admission in sports academy can be claimed ? Likewise singing, dancing fees paid outside school academy. Please clarify the same.

I am a Central Government Employee. Recently I have joined my son for a 03 years Diploma in Mechanical Engineering course after Class X. Shall I claim CEA for the first year and second year as my higher authority refused to give the reimbursement.

The children studing in government aided school was not pay the tution fees but they purchase uniforms,notebooks etc.The amount spend for these will be eligible for claim or not. --arul
