Payment of second installment of 60% arrears to the Gramin Dak Sevaks (GDS - Postal Department)

Subject:       Payment of second installment of 60% arrears on account of implementation of Shri R.S. Nataraja Murti Committee recommendations on revision of wage-structure of Gramin Dak Sevaks (GDS).

Sir/Madam

      I am directed to refer to this office memorandum no. of even number dated 9-10-2009, wherein approval was communicated for implementation of recommendations of One-man committee on revision of Time Related Continuity Allowance and other allowances. In para 11 of the said Office memorandum it was stated that, 2nd instalment of 60% of arrears will be paid only after issue of specific instructions in this regard by the Directorate.

2.      It has now been decided to pay second instalment of 60% arrears of revision of Time Related Continuity Allowance to the eligible Gramin Dak Sevaks.

3.      The Circle Postal Account Offices were required to carry out cent percent verification of TRCA consequent on revision of TRCA. The entire process of verification was to be completed by 31st March, 2010. A report on the cent percent verification of TRCA should be sent to the Directorate immediately for record.

4.      The excess payment pointed out by the circle verification squad of DAP office should be adjusted while effecting payment of the second instalment of arrears.

5.      Before releasing the 2nd instalment of 60% of arrears it may be ensured that requisite funds are available under the relevant Head of Account.

5       An undertaking in the prescribed format should be obtained from each Gramin Dak Sevak to the effect that, he will refund any excess payments that may be found to have been made or detected subsequently and kept on record before the disbursement of second instalment. The process of payment of second instalment may be completed by 15-7-2010.

Department of Posts released orders for payment of Dearness Allowance to GDS



DA ORDERS FOR GDS RELEASED BY DEPARTMENT OF POSTS Department of Posts today released orders for payment of 8% DA to Gramin Dak Sewaks

Following the orders of the Ministry of Finance for payment of 8% additional DA to Central Government Employees w.e.f. 1.1.2010, the Department of Posts today released necessary orders for payment of the same to nearly three lakhs of GDS

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) at revised rates with effect from 1.01.2010.


Sir / Madam,

        Consequent upon grant of another installment of dearness allowance with effect from 01.01.2010 to Central Government Employees, vide Government of India, Ministry of Finance, Department of Expenditure O.M. No. 1(3)/2010-E.II (B) dated 26th March, 2010,the Gramin Dak Sevaks (GDS), have also become entitled to the payment of dearness allowance on basic TRCA at the revised rate with effect from 01.01.2010.It has, therefore, been decided that the dearness allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 27% to 35%,on the basic Time Related Continuity Allowance ,with effect from 01.01.2010.



2.       The additional Installment of dearness allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks. The payment of arrears of dearness allowance for the month of January and February, 2010 shall not be made before the date of disbursement of TRCA of March 2010.



3.       The expenditure on this account will be debitable to the Sub Head 'Salaries' under the relevant head and should be met from the sanctioned grant.



4.       This Issues with the concurrence of Integrated Finance Wing vide their Diary No. 80/FA/10/10/CS, dated 12.04.2010.

Revised wages for Gramin Dak Sevaks (GDS - Postal Department)



The Government has revised the wage structure and other amenities of all categories of Gramin Dak Sevaks including those engaged to distribute letters in rural areas in the country.

The revised Time Related Continuity Allowance (TRCA) of Gramin Sevaks will be implemented w.e.f. 01.01.2006 while other allowances will be implemented w.e.f 09.10.2009. Women Gramin Dak Sevak will be provided Maternity Grant equivalent to three months TRCA with DA for the birth of two children out of the welfare fund of the Department.

For Productivity Linked Bonus (PLB), present calculation of Ex-gratia bonus by applying the calculation ceiling of Rs. 2500 as basic TRCA+DA shall continue to be adopted till such time a new scheme is devised by the Department.

Arrears of TRCA w.e.f 1.1.2006 to 31.10.2009 have been ordered to be paid in cash in two instalments of 40% and 60% spread over the financial year 2009-10 and 2010-11 after adjusting the payments made toward the basic monthly TRCA+ DA drawn from time to time. The 2nd instalment of 60% arrears will be payable only after issue of specific instructions in this regard.

This was stated by Shri Gurudas Kamat, Ministry of Communications and Information Technology in Rajya Sabha today.
