Breaking News on Entitlement of Privilege Pass

After lots of hiccups, All India Railwaymen Federation’s proposal to give 2 AC pass to Grade Pay Rs. 4200, 3 AC Pass to Grade Pay Rs. 2800 & also 3 AC pass to staff with GP 1900, 2000 & 2400 travelling on duty, has finally been accepted by Railway Board. After kind approval of MR orders are likely to be issued shortly. General Secretary/AIRF has thanked all Railwaymen for keeping the patience & also extends greetings to Hon’ble MR & Board on resolving the Pass issue.

CBI arrests former Chairman of Railway Recruitment Board, Mumbai

The Central Bureau of Investigationhas arrested Chairman, Railway Recruitment Board, Mumbai(under suspension) and Senior Divisional Personnel Officer, Raipur in a railway recruitment scam relating to examinations of the Assistant Loco Pilot and Assistant Station Master.

The CBI had earlier arrested eight accused persons i.e. son of Chairman Railway Recruitment Board (RRB), Mumbai; the then Additional Divisional Railway Manager (ADRM); his son; one Raipur-based agent; one employee of Health Department of Government of Andhra Pradesh and three Hyderabad-based agents and all were in Judicial Custody. These eight accused persons were taken into three days CBI custody from the designated Court at Hyderabad today.

Though the CBI had concrete evidence that Sharma's son, Vivek Bharadwaj Sharma, was the one who leaked the examination papers of Assistant Loco Pilot and Assistant Station Master held on June 6 and 13 respectively, they wanted to probe the role of the former Chairman in the scam. The CBI has unearthed the scam by conducting simultaneous raids at Mumbai, Bangalore, Raipur, and Kolkata & Hyderabad. It is estimated that the scam runs into several crores of rupees. Further investigation is continuing.

Railways Approach Ministry of Finance to Eliminate Anomalies in Pay Structure of Their Staff and Supervisors

Ministry of Railways has fully implemented recommendations of the 6th Central Pay Commission as accepted by the Government in relation to the railway employees. However, representations were received from various sections of Railway employees and recognized Federations regarding issues related to the pay structure recommended by the Commission.

Based on the directives of the Central Government, Anomalies Committees were set up at national as well as departmental level by all the Ministries of Government of India to consider various representations. Departmental Anomaly Committee for Railways which includes representatives of the Federations of railway employees was also set up to consider anomalies arising out of the 6th Central Pay Commission as referred by recognized Federations of railway employees.

Deliberations were held with the Federations in the Committee on these issues. Consequent upon such deliberations and recommendations of the committee, Ministry of Railways has addressed major issues to eliminate anomalies in pay structure etc of certain critical categories involved in operation, safety and passenger care e.g. technical staff , supervisors, running staff, station masters etc. and referred these to Ministry of Finance for acceptance.

Indian Railways Finalise Policy on Special Freight Train Operator Scheme

The Ministry of Railways has finalized policy on Special Freight Train Operator Scheme (SFTO) to provide an opportunity to private investors to use advantages of rail transport to market train services to end users. The objective of this scheme is to increase rail share in non-conventional traffic requiring Special Purpose Wagons (SPW) like bulk cement, bulk fertilizers, fly ash, selected chemical/petrochemical, bulk alumina, steel products requiring SPW, vegetable oil, molasses and caustic soda. This scheme has become effective from 31st May, 2010.

The Railway Minister Mamata Banerjee in her Railway Budget speech this year has announced the early notification of a policy to permit private operators to invest in infrastructure, on the lines of container train operators, and run special freight train for commodities such as automobiles, vegetable oil, molasses, chemicals and petrochemicals and bulk traffic like fly ash and cement. Prior to presentation of Railway Budget 2010-11, the Minister also held pre-budget discussions with the representatives of chamber of commerce and industry followed by a post-budget workshop between Railway Board and industry representatives.

The salient features of PFT are;
1) Period of concession for 20 years, extendable till expiry of codal life of wagon;
2) Train operator will charge tariff from end user and will be the consignor and consignee;
3) Maintenance of wagons by Railways at its own cost except special components, cost of which will be defrayed by investor;
4) Rebate of 12 per cent on base freight for 20 years or recovery of cost whichever is earlier;
5) In case of High Capacity Wagons (HCW) having throughput beyond 10 per cent of existing throughput, additional rebate of 2 per cent for each increase of 10 per cent for the additional tonnage for 20 years or till recovery of cost whichever is earlier;
6) Minimum investment for 3 rakes.

Investors in this scheme will be benefited in many ways like: A new business opportunity; Flexible loading and unloading points based on market demand; Investor can also induct rake taken on lease; No additional empty haulage, if the distance traveled is equal or less than loaded haulage; Permitted to load any commodity in the empty direction with a freight rebate of 10% on public tariff subject to the freight after rebate not less than class 100; Investors can bring in new design wagon with increased throughput and get higher rebate; Induction of additional rake, permitted in the same category in which the operator has registered without paying additional charges; Level playing fields ion movement of trains on first come first serve principle vis-à-vis other private operators and ensuring the average speed of freight tains on Indian Railways for SFTs.

Sub :     Implementation of recommendations of 6th CPC-Merger of Grades-Revised classification and mode of filling up of non-gazetted posts-Scheme for filling up of regular vacancies arisen on or after 01.09.2009.



    Reference this Ministry's letter of even number dated 03.09.2009 wherein it was indicated that scheme for filling up of vacancies arisen on or after 01.09.2009 will be issued in due course. It has been decided that following methodology may be adopted for filling up of promotional vacancies as may arise till 31.12.2011:-

2.     As indicated in the letter of even no. dated 03.09.2009, the bench mark for promotion to the posts carrying the Grade Pay Rs.4200 on seniority-cum=suitability basis was prescribed as 6 marks while for posts with Grade Pay Rs.4600 & above, the benchmark was 7 marks. This was permitted as a one time relaxation in order to fill up the vacancies arisen upto 31.08.2009, after merger of grades due to implementation of 6th CPC recommendations.

2.1     Now it has been decided that the above mentioned benchmarks for filling up the vacancies arising upto 31.12.2011 will be 6 and 8 marks out of 15 for posts in Grade Pay Rs.4200 and Rs.4600 & above respectively wherever promotion is to be done on the basis of 'Seniority-cum-suitability'.

2.2     All other conditions as indicated in letter dt.03.09.2009 shall remain unchanged.

Rule 107 of Indian Railway Establishment Code Vol. 1 (Fifth Edtion – 1985) shall be substituted as under:-

    (b) The classification of Non-functional posts, Sr.& Selection Grade posts of Teaching /school staff will continue to remain the same as applicable to Basci Grade post.

    (c) The Assistants of Railway Board sect. Service & personal Assistant of Railway Board Sectt. Stenographers Service will continue to be classified as Group ‘B’ (Non-gazetted) as laid down in respective service rules.

    (d) If higher classification than that indicated above is presently prescribed for any specific post in the respective service rules, the same shall continue till further orders

(2) Posts created subsequent to date of effect of these orders as specific additions to existing cadres shall have the same classification as posts in the cadre to which they are added.

(3) For above purpose Pay Band, in relation to a post, means the running Pay Bands specified in Part A, Section 1, Column 5 of the First Schedule to the Railway Services (Revised Pay) Rules, 2008 & Board’s letter No. PC VI /2008 / I / RSRP / I dated 11.09.2008. New Scheme for Railway Staff taking voluntary retirement

Indian Railways is all set to start new scheme for its employees who take voluntary retirement from service. Under the safety related retirement scheme, railways will provide employment to one of the family member of the retiring employee. This scheme can be availed by an employee, aged between 50-57 and employed under the safety category, who have completed the minimum tenure of 20 year service.

General Secretary of All India Railway Federation, Shivgopal Mishra, on Wednesday said that this scheme would start with pay scale of Rs.1800 and the employee will be promoted to higher pay scale as well. “This scheme will be beneficial for the older ones and with young blood taking charge, productivity and safety in railways will also increase,” said Mishra. He further said that Ministry will formally announce this scheme soon.

At present , there are around 2.5 lakh employees in the safety category but around 18,000 employees will benefit from the upcoming scheme. Under this scheme, apart from providing employment to one of the family members, regular pension will also be paid to the employee. Regarding the scheme, Mishra said that the said scheme was formulated at the time of NDA Government when Nitish Kumar was the Railway Minister. “The scheme was formulated when Nitish Kumar was the Rail Minister. But at that point of time, the scheme was not passed due to some issues,” said Mishra.

Meanwhile, under the banner of All India Railway Federation a dharna was organised near the DRM office demanding welfare of the employees and putting a curb on the outsourcing of service sector of the railways. “This is in larger interest of the passengers, rail users and the employees.” Mishra said.

Ref:    Board’s letter No. PC-VI/2008/I/RSRP/1 dated 22.9.2008 (RBE No.124/2008)


        The pay structure of the posts of Section Officers(Accounts)/TIA/ISA in the pre-revised scale of pay of Rs.6500-10500 was notified in the schedule circulated vide Borad’s letter referred above.

2.    Earlier, the recruitment rules for these posts incorporated in Indian Railway Establishment Manual, VoI-I, 1989 Edition were amended vide Advance Correction Slip No.194 issued vide Board’s letter No. PC-V/98/1/11/23(Pt.) (RBE No. 54/2007) dated 05.04.2007 to provide for promotion of Accounts Assistants not qualified in Appendix-3 Examination on senirity-cum-suitability basis to the extent of 5% of these posts designated as Senior Accounts Assistants. It has now been decided by the Board to clarify that these posts of Sr. Accounts Assistants, being the posts of the cadre of section Officer(A/cs) TIA/ISA, would carry the same pay structure as available to the Section Officers (Accounts)/TIAs/ISAs and notified vide Board’s circular dated 22-9-2008 referred above. Further, like SO(A/cs.), Sr. Accounts Assistants will retain the existing classification as Group’C’.

3.    This will take effect from 05.4.2007.

4.    This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

5.    Pursuant to item Nos. 22 & 23/2007 raised in the DC-JCM Meeting by the Federations this instruction clarifying the position is being issued.
