DATE OF NEXT INCREMENT IN EXTRA ORDINARY LEAVE CASES

Subject: Regulation of the Date of Next Increment in case of Extra-Ordinary leave (without medical certificate) after implementation of the CCS(RP) Rules, 2008 – clarification regarding.

      Consequent upon the implementation of CCS(RP) Rules 2008, the increments in the revised pay structure are to be regulated in terms of Rule 10 of the CCS (RP) Rules 2008.This rule states that ‘there will be a uniform date of annual increment viz. 1st of July every year. Employees completing 6 months and above in the revised pay structure as on 1st July will be eligible to be granted the increment.”

2.       The issue of regulation of date of next increment in case of EOL (without medical certificate) after implementation of CCS(RP) Rules 2008, has been examined in consultation with the Department of Expenditure.

3.       It is clarified that except as provided under the conditions laid down in this Department’s OM dated 18.2.1986, qualifying service of less than six months on account of EOL (without medical certificate) between 1st July of the previous year till 30th June of the year under consideration shall have the effect of postponing the increment to 1st July of the next year. The same stipulation will also be applicable to those cases where the increment became due on 1.7.2006. In terms of this Department’s O.M. No. 13017/20/85-Estt. (L) dated 18.2.1986, EOL granted for the following purposes automatically counts as qualifying service for pension and for increments without any further sanctions:-

      (i) EOL granted due to inability of a Government servant to join or rejoin duty on account of civil commotion.

      (ii) EOL granted to a Government servant for prosecuting higher technical and scientific studies.

What happened to the case of increment which falls in between 2nd January to June, 2006? Is the anomaly committee which comprises of creamy brains is pretend to be not understood the problem well and calling for discussion again and again on the same issue? And what are various confederations and other associations doing on this biggest anomaly for its solution? No faith in any system!... Even God cannot save our country as VI CPC in toto is an anomaly.

what happened about the difference between promotional employees and new recruit employees at the entry point scale.

Example:

An existing employee have grade pay of Rs.5400 on PB-3 was promoted to 6600 grade pay on 24th february 2009 with simple one increatment and change of grade pay. According to 6th pay commission he was fixed total pay of Rs.23931.

On the same day 24th february 2009, A new employee have joined on the same grade pay Rs.6600 through direct recruitment basis. But he has fixed Rs.25200 according to the fitment table of sixth pay commission.

So a senior employee is now drawing less pay from the junor employee.

Is it correct : Please clarify any body known about this

Anyone get two increments in same time. what is difference between Annual Increment and Promotional Increment...?

if employee is on eol withoult medical and qualifying service is less than 6 month,his increment will be lapse for pension purpose. Pl clarify. Isha

What happened to the case of increment when a employ return after 15 days earned leave(EL) and reporting/joining on 7th July 2010? What is the date of Increment - is it 1st July or 7th July.
What is the correct date of increment: Please clarify any body known about this

Suppose an official has joined on 1st November 2006 and deputed for 3 months induction training ie from 01 November to 30th jan 2007 during which stipend is paid. Will training period is considered for increment in 6th pay commission???

Suppose somebody have got promotion on 29.01.2007 after open interview, what will be his date of increment? 1st July 2007 or 1st July 2008?

sir/madam.

plz clarify my doubt...
i joned the organisation on 16 aug 2009 and took eol from june 2011 to nov 2011.. now administration has stopped the increment... but to get increment, 6 months is sufficient and i produced the medical certificate for the eol... so what is my case whether i should get increment in the same year ...or in next year...
