Merger and upgradation of the posts of LDC and UDC and granting of Rs. 2800/ grade pay - Demanded by AIAMS(Group C)



All India Association of Ministerial Staff (Group C) demands three important issues are
1. Merger and upgradation of the posts of LDC and UDC and granting of Rs. 2800/ grade pay
2. Merger of the Posts of Office Superintendent & AO and granting of Rs. 4800 grade pay
3.Upgradation of the grade pay of Assistant to Rs. 4600/.

Dear members,
As has already informed that letters (regarding the recognition status of the Association and membership to the Assistants), sent to the Regions by the FOD are not based on the facts. Our Association is still recognized one. Further, our request for the inclusion of the Assistant as members of the Association is under consideration of the Ministry. You are aware that all Ministries except Ministry of Statistics of the Government had accepted all Non-Gazetted Staff in their Department as members of the Association working under JCM Scheme. Income Tax Inspectors with 4600/ grade pay are members of the Association recognized under JCM Scheme. Thus denial of membership for the Assistants with 4200 grade pay is not justified.

Meanwhile, the Association of the erstwhile group D in the name of All India Association Group C Staff (not recognized so far) has been trying to fetch Ministerial Staff to their fold. Despite of all efforts they have no succeeded in their mission so far. This is due to the reason that the Ministerial Staff know our Association through relentless struggles achieved several things for the betterment of the service conditions, promotion etc of the Ministerial Staff so far. In the year 1993 when our Association is formed Ministerial Staff were retiring on the post of UDC. Now the situation is improved. Retirement of every Ministerial Staff on 5400/ grade pay is our aim and we work accordingly.

At present we are at work with three important issues. (1) Merger of the Posts of Office Superintendent & AO and granting of Rs. 4800 grade pay. (2) Upgradation of the grade pay of Assistant to Rs. 4600/. (3) Merger and upgradation of the posts of LDC and UDC and granting of Rs. 2800/ grade pay. You have already seen the efforts made by us to achieve the aforesaid demands so far from our letters etc. All the correspondence made in this respect can be seen in our web site.

Since the erstwhile group D has been brought under group C folder by the CPC, there is a chance to accept our demand for a single Association for all Non Gazetted cadres by the Ministry. Thus we want to bring all erstwhile group D staff (now group C) to our fold to strengthwen the Association & keeping it in the first position. Further, from our past experience, I am sure that we can handle the issues of the group C (erstwhile group D) effectively so that they may get a better service condition and promotion channel in the days to come.

Thus all unit Secretaries/members of the Association are requested to please obtain the individual consents of the Group C staff in annexure B and forward the same, duly certified by the Unit Secretary, to the HO immediately. A copy of the Individual Consents alongwith Annexure A may please be forwarded to this Association Hqrs. Since I am on long leave following an accident, the letters may please be sent in my Residential Address i.e. 74/11, Govind Apartment, Govind Garden, Govindpura, Bhopal-462023.

This may be treated as most urgent.

There should be some modification in this proposal. The Grade Pay of LDC should be Rs.2800/- and UDC should be Rs.4200/- and if any merger needed there should be the merger of the post of UDC and Assistants because they possessing their minimum qualification of Graduation and recruited through almost same examination.

I fully agree with the suggestion of Shri Devesh Kumar for the merger of the post of UDC and Assistant because they possess minimum qualification of Graduation and recruited through similar competitive examinations.

I fully agree with the suggestion of Shri Devesh Kumar for the merger of the post of UDC and Assistant because they possess minimum qualification of Graduation and recruited through similar competitive examinations.In addition clerical category pay scale is much much lower than that of other category which should not have been done the difference should be(8 :1) ie if Officer(jtos) gets Rs. 8 the messenger should get Re 1/- but now after 6th pay commission Officer(jto) gets Rs. 2
20.and messenger gets sAme old 1 Rupee. with this it is not stopped whenever da is announced the gap would become wider and wider .Please eradicate this disparity and see even the lowest paid staff also should get a good rise in pay scale. IT IS ALSO REQUESTED THAT IF GP IS FIXED 50%OF THEIR OLD SCAE ALL WOULD EQUALLY BE BENEFITTED .HOPE GOVT WILL LOOK INTO THE MATTER

I am also very much agree with the suggession of Mr Devesh Kumar ji. Because requirtment/ selection procedure of UDC and Assistant is almost same both of them are swelected through Graduate level Examination conducted by SSC and other boards and their duties and responsibilities are also almost same.Hence demand of grade Pay of Rs 4200/- in r/o of UDC is genuine and authentic.

The grade pay of LDC should be 2800 and UDC to be 4200. Already some of the department have fixed the grade pay of Rs.4600/- for Assistants. I am strongly objecting present grade pay of LDC and UDC. When one LDC is selecting for the post after two tier examination and thereafter skill test he is drawing less grade pay than the constable (Grade pay 2000)latter selecting on matriculation (X standard)whereas one LDC with the Intermediate. When UDC is selecting with the minimum qualification Graduation their grade pay should be atleast 4200/-. Now a days the responsibilities of LDC and UDC is increased but their grade has not been upgraded. It is shameful to the Govt. when the peon is drawing 1800 grade pay and how it is justified the grade pay of LDC Rs.1900/-. Morever LDC and UDC of some of departments are doing stenographic duties (as most of the cases dealing with computers) in addition to their regular duties. Hence we are humbly requesting the govt. to upgrade the grade pay of LDC and UDC as early as possible.

This policy of MACPS should be justifiable itself like ACP. Government should have to re-arrange the cadre in technical/non-technical posts or all categories of post of Government of India from lower to higher in manner that next grade pay is equivalent next promotional scale in hierarchy. The foolish act MACPS preparetor should be consider by the Government by arranging/managing the gap of grade pay in promotion. After all I request the Government to make promotion channel for every categories of employee(Technical/Non-technical) same like: Office Attendant-Lower Division Clerk-Upper Division Clerk-Senior Clerk/Assistant- Section Officer-Administrative Officer-Deputy Director-Director etc. The above mentioned system should be created in every section employees of Government of India. If Government work out this type of plan for every cadre of posts I think the disparity never exist but I am sure that Indian Government will not leave British Policy of Divide and Rule in the structure of cadre of post. Even every pay commission never pay a attention to this type of existing discrepancy structure of cadre post.

I strongly believe that the demand of revisal of gradepay of LDC is neccessary with immediate effect.As the real life situation is getting tougher with the inflated food prices , we the public servants are supposed to get a deserving salary.I am holding a post of LDC and considering the types of work we do I think the grade pay revisal would be a relief.
