Subject: Restoration of Special Leave of upto two hours (with wages) on two occasions in a month.

      The undersigned is directed to refer to Ministry of Defence O.M. No. 6(7)/2007/D(Civ-II), dated 02.02.2010, regarding grant of half-day Casual Leave to the industrial employees governed by CDS(IE) Leave Rules, 1954.

2.     As per decision taken in the 46th Ordinary Meeting of the National Council (JCM) held under the Chairmanship of Cabinet Secretary on 15.05.2010, the matter regarding restoration of Special Leave of upto two hours (with wages) on two occasions in a month for receiving medical attention/treatment in cases of injuries/sickness not arising out of work granted vide Ministry of Defence O.M No. 23(6)/58fD(Civ-II), dated 07.10.1958 has been considered in consultation with the Department of Personnel & Training, it has now been decided to restore the earlier system of granting special leave of upto two hours (with wages) on two occasions in a month. Para 3(ii) of Ministry of Defence O.M. No. 6(7)/2007/D(Civ-II), dated 02.02.2010 stands amended to this extent.

Subject : Restructuring of Cadre of Artisan Staff in Defence Establishments in modification of the 6th CPC recommendations-Clarifications regarding.

Consequent upon the issuance of MoD letter of even number dared 14th June 2010 on the above mentioned subject, clarifications were sought by various Defence Establishments and Staff Associations on the following issues:

(i) Whether to treat the placement of 50% of the existing Highly Skilled Workers (Grade Pay:Rs.2400) as Highly Skilled –I (Grade Pay:Rs.2800) as Promotion for the purpose of ACP;and

(ii) To grant one time relaxation in respect of the employees who have already been granted financial up gradation in the Pay scale of Rs.5000-8000 in accordance with the ACPs between 01-01-2006 and 31-08-2008.

2. The matter has been considered in consultation with the Department of Personnel &Training and Ministry of Finance and it is clarified that:

(i) Placement of 50% of the existing Highly Skilled Workers (Grade Pay:Rs.2400) as Highly Skilled Worker Grade-I (Grade Pay:Rs.2800) with effect from 01-01-2006 will be treated as promotion for the purpose of ACP;and

(ii) While carrying out the restructuring as per Ministry of Defence letter of even number dared 14th June 2010,Financial up gradation (in the Pay scale of Rs.5000-8000),granted to the Highly Skilled Workers (in the Pay scale of Rs.4000-6000) between the period from 01-01-2006 to 31-08-2008 under ACP Scheme of August,1999,will not be withdrawn as a one time measure.

The points raised by the respective members on NG Staff issued:

1.As the post of the Chargeman grade II & Grade I and the post of Assiatant and office supererindent have been merged due to the implementation of recomendations of 6th PC so the resultant vacant posts should be filled up immediately by granting one time relaxation from the residency period stipulted by DOPT OM dated 24th march 2009.further the vacant post of Asst.foreman and JWM should also be filled up.

SS/BPMS Official side views:DOPT norms contained in OM dated 24-3-09 is applicaable to all central governament employees. As such relaxation pf DOPT norms are not possible at this stage. OFB has issued instructions to effect promotions to CM(T&NT) vide OFB order dated 22-01-2010.Relaxation at this can not be accorded.Poweer to relax residen cy period rests with MOD and it may take time and entire process of promotion may be delayed.promotions to AF for 2009-10 is over.

Decision: A proposal for one time relaxation of residency period for the promotion from the feeder grade(merged) to the higher grade maay be taken up with MOD.

2.Promotion of all eligible Chargeman to AF/FM/SH. Promotions of all eligible (approximately 411) chargeman (ex-cm I/T&NT) against over all vacancies be ordered from GP Rs.4200/- to Rs.24600/- during the current financial year(before march 2010)through review DPC-2009-2010.It will facilitate paricy amongst streem and gainful utilisation of vacancies.

BKS/AIANGO. It was decided that DPC for 2010-11 may be convened at the earlist.

3.Filling the LDCE vacancies of CM against 25% from available wait list candidates in ordnance factories. RS/INDWF. last examinations of LDCE to fill 25% CM II was conducted during the year 2008. Due proposed merger of CM II with CM I, LDCE examinations were not conducted during 2009 and till date. Action is in hand for conducting LDCE during 2010.

4.Transfer Policy. BRN/BPMS . The existing policy of OFB for GOs and NGOs are faulty due to which the credibility of OFB is going down and lot of rumours are spreading to defame the prganization.He suggested for framing suitable transparent transfer policy in consultation with staff side. He also suggested to(i)stop the implementation of intger factory transfers on public interest,(ii)unavoidable transfers may be executed in the month of June/july,(iii)to issue transfer orders on promotion only etc.,.It was stated that the existing policy wasd being reiewd by the official side.

5.Creation ofseperate discipline as CM II Tech/Electical(Electronics) BNR/BPMS.OFB has issued order on 25-1-2010 with drawing its earlier instructions dated 28-5-07 regarding the promotions of Fitter Electronics to CM. Some factories are effecting th order for the individuals aalready promoted to CM (Electrical/Electronics0 It was stated that a circular would be issued to the factories not to reopen the pas cases.

6.No recruitment /joining of JWM through LDCE/UPSC till merger of AF/FM/SH with JWM. BKS/AIANGO. PROPOSAL IS NOT AGREED TO. Point is closed.

7.Gainful utilisation of vacancies and one time relaxation in eligib ility for promotion from CM to AF/FM/SH - BKS/AIANGO To fill up the remaining 2436(approx.2847-411=2436) vaciencies in Grade of AF/FM/SH.-Official side views :Right at this moment it is not advisable to go for relaxation in residency period.

8.Up gradation of & Merger AF/FM/SH with JWM w.e.f 1-1-06 as per Govt. Orders. BKS/AIANGO. Officials side says that the proposl for merger of the posts of AF/FM/SH with JWM w.e.f 1-1-06 is still under the examination of MOD along with another proposal for upgradation of pre-revised pay scale of Rs.7400/- Rs.11000/- to Rs.7500/- Rs.12000/- and accordingly awarding respective higher pay.It is decided that staff side requested that the merger orders of AF to JWM should be issued byOFB at the earliest. It was decided that the pending proposals may be pursued with MOD for early finalisation of the issue.

Railway MCM = Defence(Ordnance) MCM





MINISTRY OF DEFENCE ISSUED ORDERS FOR REDESIGNATION OF HIGHLY SKILLED GRADE INTO HS-I AND HS-II.,AND GRADE PAY RS .4200 FOR MCM GRADE

This is really a happy news for workshop staff .Actually its a decade long demand of defence civilian workshop staff for Rs.5000-8000 for MCM Grade at par with Railway.

But unfortunatly the Sixth CPC turned down this demand and recommended Rs.4500-7000 to Railway employees too.After the strong protest of all federations this issue was placed before Fast Track Committee and finally this decision was arrived.

Ordnance MCM will get Rs.4200 Grade Pay at par with Railways MCM



The demand to establish the payment of MCM-Ordnance at par with Railway MCM-Ordnance will not be heard again.

The problem which started with 5th CPC has been settled with the emergence of 6th CPC. Ordnance-MCM who had been availing payment equivalent to Railway-MCM till 4th CPC, after the establishment of 5th CPC ceased to receive so. After 5th CPC, Ordnance-MCM received pay range as Rs.4500-7000 , whereas Railways received pay range of Rs.5000-8000.

The demand which started at that time has been rendered to action by the government at last.

A Fast Track Committee was put into formation to solve the problem that arose for Railways MCM. Ordnance and Postal departments too joined the committee. The committee disscussed various issues at various time period.

A condition was put forth that for the implementation of Rs.5000-8000 to Ordnance-MCM they have to accept the proposal of dividing Highly Skilled Grade into two segments. Having accepted the proposal the Ordnance MCM was granted their plea by the Government.

As a goodwill of this, 50 percent of the Highly Skilled Grade (Rs.2400 Grade Pay) will rise to Rs.2800 Grade Pay.

Along with this, all the MCM will receive Rs.4200 Grade Pay. This has been regarded as a historical achievement.

Along with the change in grade pay for promotion, 3 percent hike in increment has now been known. Accordingly, 50 percent of Highly Skilled Grade will receive Rs.400 plus one increment.

For MCM as a whole they would receive Rs.1400 plus one increment. Also there is chance for increase in basic pay.

Along side, to having changed to Rs.4200 Grade Pay there are privileges of availing II nd tier A/C and Airway travel resulting in abundance of joy as a whole, and they are not failing to thank all the Unions and Federations for their great effort.

It is not exaggeration to say that the Ordnance employees are in sheer joy and excitement to having achieved for what they have been toiling for over ten years.

(DCMAF - Defence Civlians Medical Aid Fund)

This Fund was established in 1953 as Defence Civilians Welfare (TB, Cancer & Leprosy) Fund. However, after its scope was enlarged it is now known as Defence Civilians Medical Aid Fund ( DCMAF). It is a Society registered under Societies Registration Act 1860.

The Fund has been established to provide financial assistance to its members in case they or their dependents suffer from specified ailments. In case of TB, Cancer or Leprosy · Nutritious Diet Allowance @ Rs.800/- per month

After Care Allowance @ Rs. 600 /- per month upto 6 months (after having completed domiciliary treatment).

Ex - Gratia Grant of Rs. 20,000/- to the family if member patient dies. · Reimbursement of the cost of X-ray films and other laboratory tests.

THE 4.5 lakh defence civilian employees have decided to join the countrywide strike of the working class on September 29. They have also decided to fight against the retrograde recommendations of the Kelkar committee.

This was decided in the national executive committee meeting of the All India Defence Employees Federation (AIDEF) held on July 13-14, 2005. The Kelkar committee has recommended corporatisation of the 39 Ordnance factories in the country, which are at present under the direct control of the government of India, with the ultimate intention of privatisation.

The AIDEF has decided to launch persistent struggle demanding for the rejection of the report by the government of India. The AIDEF has directed its 367 affiliated unions to stage massive demonstrations against the Kelkar committee report on August 24, 2005 and also to burn the copies of the report.

The AIDEF has endorsed all the decisions taken in the National Convention of Trade Unions held on July 9, 2005 at New Delhi. The 4.5 lakh defence civilian employees will participate in the September 29 strike. The strike ballot will be taken by the affiliated unions on September 12 and the strike notice will be served on September 15, 2005.

The AIDEF has also opposed the New Contributory Pension Scheme and has decided to stage protest demonstrations on the day when the PFRDA bill is placed for voting in the parliament.
