The detailed Trade Test schedule has been published for the recruitment of Semi-Skilled posts for various trades. Trade Test schedule for candidates selected based on written test held on 27th November, 2011. The OFB has published the schedule of each trades for the selected candidates, with their Roll Numbers and full Name. Also when they will have to appear for trade test and where they will report. The trade test will be held in various dates, i.e. 19.02.2012, 26.02.2012, 11.03.2012, 25.03.2012 and 08.04.2012. The selected candidates should carefully note the date and time and report. The points raised by the respective members on NG Staff issued:

1.As the post of the Chargeman grade II & Grade I and the post of Assiatant and office supererindent have been merged due to the implementation of recomendations of 6th PC so the resultant vacant posts should be filled up immediately by granting one time relaxation from the residency period stipulted by DOPT OM dated 24th march 2009.further the vacant post of Asst.foreman and JWM should also be filled up.

SS/BPMS Official side views:DOPT norms contained in OM dated 24-3-09 is applicaable to all central governament employees. As such relaxation pf DOPT norms are not possible at this stage. OFB has issued instructions to effect promotions to CM(T&NT) vide OFB order dated 22-01-2010.Relaxation at this can not be accorded.Poweer to relax residen cy period rests with MOD and it may take time and entire process of promotion may be delayed.promotions to AF for 2009-10 is over.

Decision: A proposal for one time relaxation of residency period for the promotion from the feeder grade(merged) to the higher grade maay be taken up with MOD.

2.Promotion of all eligible Chargeman to AF/FM/SH. Promotions of all eligible (approximately 411) chargeman (ex-cm I/T&NT) against over all vacancies be ordered from GP Rs.4200/- to Rs.24600/- during the current financial year(before march 2010)through review DPC-2009-2010.It will facilitate paricy amongst streem and gainful utilisation of vacancies.

BKS/AIANGO. It was decided that DPC for 2010-11 may be convened at the earlist.

3.Filling the LDCE vacancies of CM against 25% from available wait list candidates in ordnance factories. RS/INDWF. last examinations of LDCE to fill 25% CM II was conducted during the year 2008. Due proposed merger of CM II with CM I, LDCE examinations were not conducted during 2009 and till date. Action is in hand for conducting LDCE during 2010.

4.Transfer Policy. BRN/BPMS . The existing policy of OFB for GOs and NGOs are faulty due to which the credibility of OFB is going down and lot of rumours are spreading to defame the prganization.He suggested for framing suitable transparent transfer policy in consultation with staff side. He also suggested to(i)stop the implementation of intger factory transfers on public interest,(ii)unavoidable transfers may be executed in the month of June/july,(iii)to issue transfer orders on promotion only etc.,.It was stated that the existing policy wasd being reiewd by the official side.

5.Creation ofseperate discipline as CM II Tech/Electical(Electronics) BNR/BPMS.OFB has issued order on 25-1-2010 with drawing its earlier instructions dated 28-5-07 regarding the promotions of Fitter Electronics to CM. Some factories are effecting th order for the individuals aalready promoted to CM (Electrical/Electronics0 It was stated that a circular would be issued to the factories not to reopen the pas cases.

6.No recruitment /joining of JWM through LDCE/UPSC till merger of AF/FM/SH with JWM. BKS/AIANGO. PROPOSAL IS NOT AGREED TO. Point is closed.

7.Gainful utilisation of vacancies and one time relaxation in eligib ility for promotion from CM to AF/FM/SH - BKS/AIANGO To fill up the remaining 2436(approx.2847-411=2436) vaciencies in Grade of AF/FM/SH.-Official side views :Right at this moment it is not advisable to go for relaxation in residency period.

8.Up gradation of & Merger AF/FM/SH with JWM w.e.f 1-1-06 as per Govt. Orders. BKS/AIANGO. Officials side says that the proposl for merger of the posts of AF/FM/SH with JWM w.e.f 1-1-06 is still under the examination of MOD along with another proposal for upgradation of pre-revised pay scale of Rs.7400/- Rs.11000/- to Rs.7500/- Rs.12000/- and accordingly awarding respective higher pay.It is decided that staff side requested that the merger orders of AF to JWM should be issued byOFB at the earliest. It was decided that the pending proposals may be pursued with MOD for early finalisation of the issue.

SUB: Promotions & other Matters.

Dear Friends,

President and General Secretary visited OFB on 17th to 19th May/2010, specifically on the issue of promotions. Vital issues were discussed with DGOF & Chairman/OFB, Member/PER, DDG/ADMIN, Dir/Admin, Dir/NG & Dir/IR. We also visited O.F. Dumdum & RFI and held meetings.

The position and instruction's are appended below for information and immediate action please.

(1) PROMOTION: After our discussion, DGOF & Chairman has instructed concerned section to hold DPC and issue promotion orders by the end of this month. He has assured for the same. Member/Per has decided to hold DPC on 28/05/10. We have represented with required data that all eligible candidates should be promoted.

Seniority lists of merged CM were to be forwarded by Fys latest by 30th April/10. Many Factories have not sent the same to OFB till now. Pl. note, If the required list is not sent to OFB by Fys. within few days, OFB will not be able to order promotions as per5 Yrs-eligibilityfor promotion from CM to AF/FM/SH due to non availability of Data. In that case, less number of promotions will come which is not beneficial to the cadre.

THEREFORE ALL BRANCH SECRETARIES ARE SINCERELY REQUESTED TO ASSURE THAT SENIORITY LIST OF MERGED CM AND ACR RELATED INFORMATION/DATA AS ASKED BY OFB(A/NG SECTION) IS SENT TO OFB BY THE FACTORY/UNIT WITHIN FEW DAYS POSITIVELY.

(2) FUNCTIONAL UP-GRADATION AND MERGER OF AF/FM/SH WITH JWM: DGOF & Chairman/OFB and Member/Per have committed to issue merger order, if the case of JWM comes back this time.

As intimated vide Circular-17, we have very clearly placed our demand to Hon'ble RM, RRM, Defence Secretary, Secretary(DP), Hon'ble Finance Minister, Finance Minister for State, Secretary/Expenditure, JS(PER)/Expenditure, Secretary/DOP&T and Hon'ble Prime minister that AF/FM/SH/JTO of all Directorates employing workshop staff i.e. Ordnance Factories, DGQA, DGAQA & DGNAI must be granted Grade Pay of 4800/- if JWMs of Ordnance Factories are granted the same. Officials of MOF have assured that there will be no change in cadre structure and only two Grade structure will be maintained in all the similar directorates like Railways, DGQA, DGAQA & DGNAI.

The case of 4800 is likely to come back soon.

(3)CASES OF INTER FACTORY TRANSFERS ON COMPASSIONATE GROUND: It was discussed with Member/PER, to process these cases at the earliest.

(3.1)CASES OF INTER FACTORY TRANSFERS IN OEF GROUP: It was discussed with Member/Per with request to cancel the same as it is against the existing policy. Copy of the latter enclosed as Annex-1. Member /Per did not agree to cancel it.

(4) PROTEST AGAINST THE STEP OF OFB FOR INDUCTION IN AWM/WM POSTS THROUGH UPSE ETC : Our protest was lodged during discussion with Member/Per against OFB'S Proposal. Copy of the latter enclosed as Annex-2.

(5)PROTEST PROGRAMMES:

(5.1)DHARANA WITH HUNGER : Representatives of AIANGOs will stage "DHARANA WITH HUNGER" on the date of coming JCM-III Meeting at Ordnance Factory Board, KOLKATA or at the place of JCM-III Meeting. Note: OFB has yet not decided the date of JCM-III meeting. Date of Dharana will be the date of meeting.

(5.2)MEMORANDUM TO HON'BLE RRM & RM in-mass AT NEW DELHI: Request letters have been submitted on 28th May, 2010 for confirmation of dates for submission of Memorandum by the representatives of AIANGOs in mass at the residence of Hon'ble RRM & RM. Proposed date i.e. between 10-15 May was not confirmed. Confirmation of a fresh date is awaited from their end.

(6)All the Branch Secretaries are requested to provide photographs of association Day celebration through e-mail (sb.chobey@gmail.com) for posting on website.

(7)The Branch Secretaries who have not remitted the subscription for year 2009-10 & Special Levy, are requested to remit the same at the earliest for smooth functioning of association.

(8)President & GS are likely to visit MOD (Defense Finance, MOF very shortly specifically for the Meger issue.

The 9th steering committee of 11th Term JCM III Level Council, OFB hled on 12-03-201at OFB HQRS, Kolkata under the chairman ship of DDG/Admin. During the meeting the following points were discussed and the decision/position/progress to given below.

1. Payment of Night Duty Allowance arrears on the Notional Basic of IVth CPC + DA + Increment + Promotion between 1.1.1996 till date:
  Clarification of NDA which is now being paid on IV CPC pay scales from 1.1.96 was demanded to calculate by adding the increased DA + Earned Increments, Promotion / ACP etc., till date. This was agreed by OFB, Revised package by PC of A factories was issued. Few factories have paid the arrears and calculating on the revised package. It was insisted that many factories have not paid. It should be ensured that all the ordnance factories should make the arrears payment and the details should be given in the next meeting.

2.OT Payment on revised VI CPC Pay:
  It was demanded that the OT allowances should be paid on the VI CPC scale without further delay. It was informed to OFB that Railway Board issued orders recently to pay OT allowance on the revised pay w.e.f. 1.9.2008 by calculating HRA, TA, DA and Ration Allowance. Similarly it was demanded to calculating OT pay to ordnance factory employees without further delay on the revised pay.

3.Co-Relation of piece work profit on revised pay:
  It was demanded that there should not be any further delay to Co-Relate the piece work profit in the minimum of the pay band with Grade Pay.

4.Payment of piece work profit to those employees who were promoted / Granted ACP on the upgraded Pay / Grade Pay:
   Though the Co-relation is delayed, but the employees who were promoted / granted ACP after 1.9.2008 have not paid piece work profit on their pay. It was agreed to consider and was referred to PC of A fys.



Demanded the following:

a) MACP benefit to Teaching staff of Ordnance factories.

b) Merger of AF / FM / SH with JWM or to promote ch/man to AF immediately.

c) Holding of DPC for PR Teachers for their promotion.

d) Continuing of Risk Allowance and Patient Care Allowance.

e) Granting of EL 30 days to Direct Workers without delay.

f) Granting of incentive to Labourer SSK working in maintenance sections.

g) Early clearance of SLP to allow Direct Recruitment in HVF, OFT, OFP madek and EFA.

h) Special increments granted to stenographers through Arbitration Award should be treated as Part of Pay.

i) Granting of Departmental OT 3 ¼ Hrs. for Piece Workers to be considered. PC of A fys agreed to consider.

j) Early sanction of Manpower to Ordnance Factories during the year 2010-11 for Direct Recruitment against wastage vacancies arised during the previous year.

k) Cadre review proposal by OFB for para medical staff should be forwarded to Mof D by OFB without further delay.

l) Pharmacists awarded Rs.4200 Grade Pay should be granted w.e.f. 1.1.2006 and the clarification deleting of 2 years should be made clear.

m) Cadre review proposal for all categories should be prepared and forwarded to consultation with staff side and accordingly Recruitment Rules should be amended.

n) The residency period prescribed by DOP&T should not the followed wile filling the vacancies fallen prior to 1.9.2008 and as per Recruitment Rules only should be followed.

o) Removal of stagnation for store Keeping staff (SK & Supervisor) after the merger of Ch/man II & I , the vacancies fallen will be filled by promotion.

p) Agreed to declare the advertisement for filling the Ch/man vacancies through LDCE by April.


Further OFB agreed to consider the following.

Ø NIES who have got Rs.1900 Grade Pay, if willing to become labour SSK (GP Rs.1800) Grade Pay will be considered since their pay will e protected as per recent Government orders.

Ø Laborer USK now become Laborurer SSK their up gradation will be ignored for MACP. Their promotion to SK also will not be counted for MACP orders were issued.

Ø Agreed to grant Compassionate Appointments to those who were offered appointment prior to VI CPC orders even if they are less than matriculate but will be placed in S1 - Scale (OFB issued order instruction No.63/2009(PCC) dt 29.12.2009.

Ø Recovery of subscription to wards GPF for new pension scheme employees under scheme – II was discussed but were informed that the matter may be discussed at national council (JCM).



OFB asked the federations, to submit their cadre review proposal to within seven days, so that OFB can in corporate in their proposal and consult with the federations. You many forward proposals for the following cadres.

Ø Industrial Employees

Ø Store Keeping Staff

Ø Supervisor Staff (Ch/man to JWM)

Ø Fire Fighting Staff

Ø Cart while group ‘D’

Ø Stenographers Cadre

Ø Hindi/Raj basha Cadre.

Regarding the four grade structure of Artisan (Trades Man) and upgardation of MCM Grade Pay to Rs.4200 and HS-I Grade Pay to Rs.2800 was referred to DoP&T and the same was approved by DoP&T and sent to Mof Defence on 26.2.2010. Now the file was sent to Defecnce (Finance) for their approval. Now pending there. Any moment, it can be cleared. We have asked one time relaxation for Highly Skilled from Trade Test and to give effect from 1.1.2006. Due to this, MACPS also pending in many factories. MCM will be feeder grade to Ch/man infuture.
