ENHANCING SKILLS OF UNEMPLOYED YOUTHS

Government is aware of the unemployment problem of youth. In order to improve the employability of the youth, Ministry of Labour & Employment is implementing the following major schemes for skill enhancement:

Craftsmen Training Scheme (CTS)

Apprenticeship Training Scheme (ATS)

Skill Development Initiative through Modular Employable Skills.

Aforesaid schemes have training capacity of about 1.87 million persons per annum. Besides, 17 other ministries are also providing skill training in the areas of skill concerning their jurisdictions.

For enhancing employability & capacity building of youth, Sub-Committee of National Council for Vocational Training (NCVT) on ‘Norms & Courses’ has recommended to introduce a subject tilted “Life Skills” in all Industrial Training Institutes / Centres (ITIs/ITCs). The course on Life Skills includes the following modules: Communication Skills, English Proficiency, Basic Computer literacy, Entrepreneurial Development Skills, Quality Management Tools and Occupational Safety and Health.

The Union Cabinet approved “National Policy on Skill Development” on 23rd February 2009. The policy is a guiding document for implementation of various skill development programmes in the country.

The National Skill Development Policy seeks to:

Ø increase capacity and capability of the existing system to ensure equitable access to all,

Ø promote lifelong learning, maintain quality and relevance according to the changing requirements,

Ø create effective convergence between school education, various skill development efforts of Government and between Government and private sector,

Ø enhance capacity of institutions for planning, quality assurance and involvement of stakeholders,

Ø create institutional mechanisms for research development, quality assurance, etc. and

Ø finally to increase participation of all stakeholders to mobilise adequate financial, physical and intellectual resources.



TRAIN 10 LAKH APPRENTICES EVERY YEAR – SAYS UNION LABOUR MINISTER

The Union Minister for Labour & Employment, Shri Mallikarjun Kharge has urged the Industry to make concerted efforts to train at least 10 lakh apprentices every year in all sectors of economy. He was addressing the 33rd Meeting of newly constituted Central Apprenticeship Council (CAC), here today. The CAC is an Apex Statutory Tripartite Advisory Body which advises the Government on various aspects relating to formal apprenticeship in the country.

Shri Kharge said 25,472 establishments were engaging trade apprentices at present. For Graduate, Technician and Technician (Vocational) Apprentices implemented by the Ministry of Human Resource Development, 99,372 seats were located, out of which about 51% i.e. 50,394 were utilized. The Minister expressed his dissatisfaction for not being able to utilize the Scheme and said that we should cover at least one lakh establishments under the Scheme. He urged the representatives of Industry, Trade Unions, State Governments and other stake-holders to give highest priority to Apprenticeship Training and turn out the most highly skilled technicians to meet future challenges.

The Minister of State for Human Resource Development, Smt. D. Purandeswari, the Vice Chairman of CAC, also spoke on this occasion. The day-long deliberation was attended by the representatives of various Trade Unions and Industries from across the country.

Enhancement of age of superannuation of Teachers with M.Sc.(Nursing) in the Central Government Nursing Institutions

The Union Cabinet today approved increasing the age of superannuation from 60 years to 65 years for the nursing teaching faculty with M.Sc. in Nursing in Central Government nursing institutions, subject to the condition that these nurses would continue to function as faculty members after the age of 60 years.

The decision would help prevention of exodus and retention of the teachers in the Central Government Nursing Institutions thereby providing quality health care facilities.

BACKGROUND

There is acute shortage of nursing teachers with post-graduate degree in nursing. A large number of posts of teachers with M.Sc. (Nursing) are lying vacant in the Central government Nursing Institutions. As an immediate step to check further depletion in the availability of faculty, the Union Cabinet today approved to enhance the age of superannuation from existing 60 years to 65 years.

The National Commission on Macroeconomics of Health has estimated a wide gap in demand and supply of nurses in near future. The Commission have recommended opening of new nursing colleges and schools as also upgradation of existing schools/colleges. To meet this growing demand of nurses, Eleventh Five Year Plan envisages opening of new nursing colleges.

Cabinet approves the Marriage Laws (Amendment) Bill, 2010 to amend the Hindu Marriage Act

The Union Cabinet today approved the introduction of a Bill, namely, the Marriage Laws (Amendment) Bill, 2010 to further amend the Hindu Marriage Act, 1955 and the Special Marriage Act, 1954, to provide therein irretrievable break down of marriage as a ground of divorce.

The Bill would provide safeguards to parties to marriage who file petition for grant of divorce by consent from the harassment in court if any of the party does not come to the court or wilfully avoids the court to keep the divorce proceedings inconslusive.

At present, various grounds for dissolution of marriage by a decree of divorce are laid down in section 13 of the Hindu Marriage Act, 1955. The grounds inter alia include adultery, cruelty, desertion, conversion to another religion, unsoundness of mind, virulent and incurable form of leprosy, venereal disease in a communicable form, renouncement of the world and not heard as being alive for a period of seven years or more. Section 27 of the Special Marriage Act, 1954 also lays down similar grounds.

However, section 13-B of the Hindu Marriage Act and Section 28 of the Special Marriage Act provide for divorce by mutual consent as a ground for presenting a petition for dissolution of marriage. The said sections inter alia provide that a petition for dissolution of marriage by mutual consent, if not withdrawn before six months after its presentation or not later than 18 months, then, the court may, on being satisfied after making inquiry, grant decree of divorce by mutual consent. However, it has been observed that the parties who have filed petition for mutual consent suffer in case one of the parties abstains himself or herself from court proceedings and keeps the divorce proceedings inconclusive. This has been causing considerable hardship to the party in dire need of divorce.

Incidentally, it may be pertinent to point out here that such a legal proposition has been recommended by the Law Commission of India in its 217th report on ‘Irretrievable Breakdown of Marriage – Another Ground for Divorce’. Further, the Hon’ble Supreme Court, in the case of Ms. Jorden Diengdeh Vs. S.S. Chopra reported in AIR 1985 SC 935 and in the case of Naveen Kohli Vs. Neelu Kohli reported in AIR 2006 SC 1675, has observed and recommended that irretrievable breakdown of marriage should be incorporated as another ground for grant of divorce.

Board of Governors of KVS has decided to restore old quota policy for admission





KVs restore old quota policy for admission

To ensure smooth admission for children of Central government employees, the Kendriya Vidyalaya Sangthan has restored its earlier quota policy under which the class strength would not be affected while accommodating students in reserved category.

As per the restored system, reservation will be given to students over and above the existing strength of a class in a central school.

According to this system, each class will have 40 seats. But another five students can be given admission under reserved category.

The students given admission under reserved category will be above the normal strength, the Board of Governors of KVS has decided.

"The reserved students will not eat away the seats for general category students. The reservation will be above the existing class strength," a ministry official said.

The KVS was following this quota system previously. But it was amended few months back bringing the quota seats within the class strength.

However, it created problems for the kids of Central government employees who very often are transferred and have to look for fresh admission for their kids in new schools.

The KVS has also put in place a new transfer policy under which those teachers will be given most priority to get transfer if their spouses are working in the school of their choice.

The KVS has also decided to set up one disabled friendly school in each of its 18 regions.

These schools will have all facilities to help physically challenged students get education.

Besides, teachers of Sanskrit can now switch over to Hindi by appearing certain examination. This will open up their promotional avenues, the official said.

Pay and promotional disparity in BSF compared to armed forces



World's largest para-military organisation, Border Security Force (BSF) suffers from highest attrition for quite a while. Experts cite reasons like low promotional avenues along with pay disparity in relation to their armed forces counterparts after the implementation of the Sixth pay commission report for the high attrition rate in the BSF. Every month at least 350-400 BSF jawans and officers seek premature retirement of which Rajasthan Frontier has not been far behind.

A BSF source said the Centre does not realise the challenges our jawans and officers face every day while protecting the 7,000 km long border adjoining Pakistan and Bangladesh. "During 30-35 years of career, a BSF person could manage to stay not more than a few days with his family and the promotional avenues in comparison to the army personnel, it has been frustrating for them," said a source.

According to an available data more than 900 jawans and officers from the Rajasthan Frontier alone left the job during October 1, 2008 to September 30 ,2009. The data released by BSF headquarters at New Delhi reads that in 2008 alone at least 4,400 people left the job while till June 2009, it has crossed 2,600 at the all-India level from the organisation.

As the data reveals most of the personnel leave the job after completing 20 years in service just to take post retirement benefits while almost 40% of them leave the organisation well before 20 years of service on account of low wages, promotional avenues and tough living conditions and service conditions.

A retired director general BSF, M L Kumavat, accepted the fact of high attrition rate in the BSF but said "The trend has been arrested after the implementation of the pay commission report." Kumavat believes that not only the service conditions and pay disparity have not been the reasons for high attrition. "People leave the job as they get lucrative offers from the private sectors and also family pressures and responsibility plays its role," added Kumavat.

Kumavat accepted the fact that a constable in the BSF takes at least 20 years to be promoted to head constable while a similar rank in the Army needs 7-8 years to reach that level. Similarly, a second command officer in the BSF have not been included in the pay band 4 (P4) while his counterparts Lt colonel has been included.

Agrees P S Nayar, general secretary, All India Central Para Military Forces and Services Welfare Association, who said "The difference between the salary of a jawan in BSF and Army is of at least Rs 5,000 a month meanwhile the difference goes up to Rs 22,000 in case of higher ranks. This disparity does more harm than good so far moral of BSF is concerned."
