Subject: - Finalization of Common Seniority List(CSL)in the grade of LDC of CSCS for the select list years 1994 &1995-reg.

The undersigned is directed to refer to this Department's O.M of even number dated 4th November, 2010 circulating thereby the draft Common Seniority List in respect of LDCs for the years 1994 & 1995. All the cadre units of CSCS were requested to bring to the notice of this department the factual inaccuracies/deficiencies, in the common seniority list of LDCs for the select list year 1994 &1995. A large number of communications were received which were examined in this department.

2 It is noted that most of the representations related to corrections regarding names and date of birth of LDCs and the same carried out in the list. On the basis of the information received from cadre units and individuals and also re-verifying seniority lists of the cadre units,necessary corrections have been made in the common seniority lists. The senioriry in respect of departmental examination candidates for the years 1994 & 1995 have been fixed in accordance with this department's O.M No. 3/4/95-CS II dated 11th June 1997. Accordingly the Common Seniority List of LDCs for the select lists years 1994 & 1995 have been finalized and may be seen on the website of this department i.e

3 The cadre units are requested to invariably mention CSL number in future correspondence relating to the seniority lists of LDCs for the select list years 1994 & 1995.

Subject:   Preparation of Common Seniority List (CSL) in the Grade of LDC of CSCS for the Select List year 1994 and 1995 - reg.



           The undersigned is directed to say that the Common Seniority List (CSL) of LDCs of CSCS for Select List Year 1994 and 1995 are being finalized in terms of Section 6 of the Central Secretariat Clerical Service (Preparation of Common Seniority Lists) Regulations, 1971.

2. This Cadre Unit are requested to circulate the list among the LDCs concerned inviting objection/representations, if any, with regard to any factual inaccuracy and the order of placement in the list, which may be forwarded along with the comments of the cadre authorities to this Department for appropriate action. Cadre authorities are also requested to verify the correnctness of the particulars such as date of birth, date of regualr appointment to the grade, rank number (in the case of LDCEs) etc., of the officials in the list. If any name has been left out inadvertently, it may be brought to the notice of this Department with relevant details. The draft CSL may be seen/downloaded on the website of this Department i.e. :

4. The Cadre Units are requested that factual inaccuracies/deficiencies, if any, in the CSL of LDCs of CSCS for the Year 1994 and 1995 may be brought to the notice of this Department immediately, latest by 22.11.2010. If nothing is heard from any cadre by 22.11.2010, it will be presumed that there is no factual inaccuracy in the CSL and it will be finalized accordingly. Objections/representations received after 22.11.2010 will not be entertained. It is also requested that a copy of the latest Cadre Seniority List of LDCs may also be forwarded to this Department.

Calculation of resultant vacancies in the grade of UDCs of CSCS

Subject:    Calculation of resultant vacancies in the grade of UDCs of CSCS consequent upon promotion of 2151 UDC to Assistant for the List Year 2003 - Reg.



            All the cadre units participating in CSS and CSCS are aware that consequent upon restructuring of CSS in 2003, 2151 posts in the grade of Assistants were made available which were filled up by promotion of regular UDCs from Select List Year 1987 (part) upto 1992 vide this Departments O.M. 7/3/2003-CS-II dated 14/7/2009 on as is where is basis. As a natural corollary to that equal number of vacancies should have been made available in the grade of UDC. However, the same have not been intimated by the cadre units.

Since the regular panels in the grade of UDC for SL year 2003 onwards upto 2006 had already been finalised by this Department (before the extended list of Assistant, promoting 2151 UDCs, was issued), the resultant vacancies in the grade of UDC could not be immediately assessed and made available further down below in the hierarchy. A need has, therefore, arisen to reassess the vacancies in the grade of UDC for the Select List year 2003 onwards.

In view of the above, it is possible that the vacancies arising out of the promotion of large number of UDCs as Assistant have not been reported, as the regular panels in the grade of UDC for SL year 2003 onwards upto 2006 had already been finalised by this Department. All the cadre units are, therefore, requested to intimate the number of regular vacancies reported and filled up in the grade of UDC from SL Y 2003 onwards and also to re-assess the vacancies in the grade of UDC taking into account the promotion of 2151 UDCs to the grade of Assistant for the select list year 2003 onwards as per Proforma annexed. The information in the prescribed proforma may positively be sent to this Department latest by 30/09/2010.

Promotion of UDCs of CSCS to the Assistant’s Grade of CSS on ad-hoc basis

Subject    :    Promotion of UDCs of Central Secretariat Clerical Service (CSCS) to the Assistant’s Grade of Central Secretariat Service (CSS) on ad-hoc basis.

      The undersigned is directed to say that while approving the Cadre Restructuring of CSS, Cabinet had inter-alia decided upgrading of 1467 posts of UDCs to Assistant Grade of CSS. These posts are to be filled up on as is where is basis and hence there would be no change in the overall strength of Assistant/UDC in each cadre unit. Additional posts to the extent necessary to accommodate ad-hoc appointees, as per above scheme of things, would be deemed to have been upgraded in each Cadre. Since the regular promotion for the Select List year 2007, 2008 & 2009 have still not been finalized, it has been decided to make ad-hoc promotions from the Grade of UDC of CSCS to Assistant Grade of CSS of the following category :

i)       All eligible UDCs upto Select List Year 2001, in case of General and SC categories;
ii)       All eligible UDCs upto Select List Year 2005, in case of ST category.

2.       All the Cadre Units are requested to consider the cases of above category of UDCs for ad-hoc promotion to Assistant Grade and to issue promotion orders subject to their fitness and clearance from vigilance angle. These ad-hoc promotion would be initially for a period upto 31/12/2010 or until further orders or till regular. Assistants become available through the normal mode of recruitment as prescribed under the CSS Rules, whichever is earlier.

3.       The above category of officials may be promoted/appointed as Assistants on ad-hoc basis, after assessing their suitability for promotion by screening the records (ACRs) of the officials by the appointing authorities and also after ensuring that no vigilance case is either pending or being contemplated against the officials. The ad-hoc promotion/appointment is subject to following conditions: -

i)    the ad-hoc appointment shall not confer on the appointees any right to continue in the grade indefinitely or for inclusion in the Select List or to claim seniority in the Assistants Grade of CSS:

ii)    ad-hoc appointments may be terminated at any point of time without giving any reason therefor;

iii)    the appointment on ad-hoc basis will take effect from the date of taking over charge of the post of Assistant of CSS:

iv)    the ad-hoc appointment in Assistant Grade would he continued only if they attend and qualify the mandatory training as and when nominated by CS.I (Training) Section of this Department failing which their ad-hoc appointment would be terminated.

4.       If any of the officials, who are covered, are on deputation, he/she may he given the option to revert within one month to avail of the ad-hoc promotion.

5.       All the Cadre Units are requested to take necessary action and the whole process may be completed on top priority basis within a period of one month latest by 6th September 2010. A copy of the appointment order may be endorsed to this Department. A report indicating the name and details of the UDCs who have been appointed/promoted to the post of Assistant on ad-hoc basis as well as those who have not been found fit, with reasons therefor. may be sent to this Department by 15th September 2010 in the prescribed proforma enclosed.

6.       It is likely that less than 1467 UDCs would be available upto the select list of 2001. Further zone will be issued as soon as information about promotions is received as per para 5 above. Revised cadre strength of Assistant and UDC will be notified ensuring that combined strength of Assistants and UDCs remains unchanged in any cadre unit, after the exercise is complete.
